Client Reports Online Mooring Credit Card transaction as Fraud

Here's the process:

1)  The applicant disputes credit card charge

- The credit card company will notify Stripe

- Stripe sends a notification to our web site

- Online Mooring sends out an automated e-mail to the applicant and the Town letting them know that the credit card charge was disputed.  The message contains text that says something to the effect that if the dispute continues, that the Town may revoke the permit or wait list placement, or the Town may require another payment.

2)  If the applicant contacts the credit card company to say they were mistaken, no further action is needed.

3)  Otherwise:

- After a period of time, the credit card company will reverse the charge and notify Stripe.

- Stripe removes the money from the Town's account (if they are paid directly by Stripe) and sends a notification to our web site

- Online Mooring creates a Refund record showing that the money was given back to the customer.  If any tasks are set up to do so, we'll send automated e-mails out to people to let them know that it happened.

- The Harbor needs to decide if any further action is needed on their part.  If they had already approved the application, they might decide to cancel the application for non-payment, or they might delete their approval and notify the boater that their application is now incomplete because they didn't pay, or they could decide that they'll collect the money from the boater next year.

- If the applicant wanted that application to be approved, they'll need to pay somehow.  The easiest way would be if the Town sent them an e-mail with a #PayLink#
